Background of the study
Information and Communication Technology (ICT) skills are increasingly recognized as essential for youth empowerment, enabling access to online learning, employment opportunities, and civic engagement platforms (Rahman, 2023). Libraries, equipped with computers and internet connectivity, offer structured ICT training programs that bridge the digital divide among young people (Ochieng, 2024). Studies in Southeast Nigeria report that participants in library-led ICT workshops demonstrate significant gains in digital literacy, job readiness, and entrepreneurial activities (Okon, 2025). Aba South LGA, a commercial hub with a burgeoning youth population, faces high unemployment and underemployment rates, partly due to skills mismatches (Udeh, 2024). Although public libraries in the area provide basic computer access, the scope and efficacy of their ICT training initiatives have not been systematically assessed. Investigating how these programs influence youth empowerment—measured by employment outcomes, digital proficiency, and self‑confidence—will inform strategies to optimize library contributions to local socio‑economic development (Nwosu, 2025).

Statement of the problem
Despite the availability of ICT facilities in several libraries across Aba South LGA, youth participation in structured training programs remains low, with many reporting that courses are too theoretical, infrequent, or misaligned with job market demands (Chukwu, 2024). Library staff cite funding shortages and lack of certified trainers as barriers to offering advanced ICT modules (Eze, 2025). Consequently, the potential of library-led ICT training to empower youth and reduce unemployment is underrealized. Without empirical evidence on program effectiveness, stakeholders cannot make informed decisions on resource allocation or curriculum design.

Objectives of the study

 

To assess the content, frequency, and reach of library-led ICT training programs in Aba South LGA.

 

 

To evaluate the impact of these programs on youth digital skills and employment outcomes.

 

 

To recommend enhancements for improving training relevance and participation.

 

Research questions

 

What ICT training modules are offered by libraries in Aba South LGA, and how often?

 

 

How do participants’ digital competencies and employment prospects change after training?

 

 

What factors influence youth engagement in library-led ICT programs?

 

Significance of the study
The study provides actionable insights for library managers, youth development agencies, and local government authorities on strengthening ICT training offerings. By identifying successful program elements and addressing participation barriers, the research supports efforts to enhance youth employability, digital inclusion, and socio‑economic empowerment in Aba South.

Scope and limitations of the study
This research focuses on library‑led ICT training programs targeting youth (aged 15–35) in Aba South LGA. It excludes informal computer access and training provided by NGOs. Limitations include potential self‑selection bias among program participants and challenges in tracking long‑term employment outcomes.

ICT training: Structured instruction on using computers, software applications, and internet tools.

 

 

Digital literacy: The ability to effectively find, evaluate, and communicate information using digital technologies.

 

 

Youth empowerment: The process of equipping young people with skills, resources, and confidence to participate fully in society.
